It depends on which browser you are using.

For Firefox, from preference panel under 'content' tab, de-select the 'block pop up windows' option.

For Safari, it's in preference under security tab, de-select the 'block pop up windows' option.

Others are pretty much the same, you'd just have to find in the preference. It's the matter of where they choose to place it.
