What is the purpose of the link? If it's a VPN you want, you could use OpenVPN which would run for either Windows or Linux/UNIX/Mac. If you want to remotely control a PC, use VNC/TightVNC. You could also use Putty or Plink (part of the Putty suite) and OpenSSL to get a remote SSL tunnel between PCs. It really depends on what you are trying to achieve with the link.
