If the computers are connected to each other with a network cable but only one of them is connected to the internet, you can have that internet connection shared by enabling a network bridge.

See for details on how to do this:

well two ways Internet connection sharing or with a router that you connect to wireless or directly with a cable

You need to buy a router so you can split your signal. I recommend a Netgear router.
You could setup a network there is a guide to do this with windows XP here:

Does your cable modem have a built-in router or firewall? If not, then you definitely need to get a router with a firewall. This will protect your computers from unwanted intrusion via the Internet. I highly recommend the Linksys WRT54G wireless router. I use one of these myself, and I love it. You can get one for $39.99 with free shipping from www.outpost.com.

If you don't want to go with wireless, you can get a wired router, but the computers will have to be in the same room.
