i was wondering do bestbuy actually have windows XP computers(not cd's) in store under $400 with at least 1 GB RAM because on their website they have nothing but vistas...

That is wrong, Microsoft allows you to Downgrade to XP if you can put it on and put any key you can find just call them up and tell them you wanted to downgrade from Vista ( sorry that is only with business premium) and HOLLLLAAAAAA. You are in.
Vista is not that bad though, you will have to learn it soon!!! any questions about it you can ask me.

Try the pricing comparison site, http://www.pricewatch.com they will find a reasonably priced one in your area if anyone can.
XP is no longer sold through PC's. Try going to Dell.com and finding PC's that can be ordered with XP.
most (if not all) retail stores only carry Vista PCs. to get Win XP you'll have to buy over the internet from online vendors.
